General recommendation XII on successor States	第十二号一般性建议：继承国

The Committee on the Elimination of Racial Discrimination,	消除种族歧视委员会，
Emphasizing the importance of universal participation of States in the International Convention on the Elimination of All Forms of Racial Discrimination,	强调各国普遍参与《消除一切形式种族歧视国际公约》的重要性，
Taking into account the emergence of successor States as a result of the dissolution of States,	考虑到由于国家解体而出现了一些继承国，
1. Encourages successor States that have not yet done so to confirm to the Secretary-General, as depositary of the International Convention on the Elimination of All Forms of Racial Discrimination, that they continue to be bound by obligations under that Convention, if predecessor States were parties to it;	1. 如果被继承国为缔约国，鼓励尚未向作为《消除一切形式种族歧视国际公约》保管者的秘书长确认它将继续受到《公约》所列各项义务的约束继承国作出此一确认；
2. Invites successor States that have not yet done so to accede to the International Convention on the Elimination of All Forms of Racial Discrimination if predecessor States were not parties to it;	2. 如果被继承国不是缔约国，则请尚未加入《消除一切形式种族歧视国际公约》的继承国加入该《公约》；
3. Invites successor States to consider the importance of making the declaration under article 14, paragraph 1, of the International Convention on the Elimination of All Forms of Racial Discrimination, recognizing the competence of the Committee on the Elimination of Racial Discrimination to receive and consider individual communications.	3. 请继承国考虑针对《消除一切形式种族歧视国际公约》第十四条第一款发表声明，承认消除种族歧视委员会有权接受和审议个人来文的重要性。
