The Committee on the Elimination of Racial Discrimination,	消除种族歧视委员会，
Welcoming the adoption of the Outcome Document of the Durban Review Conference, held at the United Nations Office at Geneva from 20 to 24 April 2009,	欢迎2009年4月20日至24日在联合国日内瓦办事处举行的德班审查会议的结果文件获得通过，
Welcoming the reaffirmation by the Review Conference of the Durban Declaration and Programme of Action, as adopted at the World Conference Against Racism, Racial Discrimination, Xenophobia and Related Intolerance in 2001, as well as the commitment to prevent, combat and eradicate these phenomena,	欢迎审查会议再次肯定了2001年反对种族主义、种族歧视、仇外心理和相关不容忍现象世界会议通过的《德班宣言和行动纲领》，以及对防止、打击和消除这些现象所作的承诺，
Noting that the Durban Review Conference reaffirmed that the International Convention on the Elimination of All Forms of Racial Discrimination (“the Convention”) is the principal international instrument to prevent, combat and eradicate racism, racial discrimination, xenophobia and related intolerance and that its full implementation is fundamental for the fight against all forms of racism and racial discrimination occurring today worldwide,	注意到德班审查会议重申了《消除一切形式种族歧视国际公约》（下称《公约》）是防止、打击和消除种族主义、种族歧视、仇外心理和相关不容忍现象的主要国际文书，而全面执行《公约》是打击当今全球一切形式和表现的种族主义和种族歧视的基础，
Welcoming the acknowledgment by the Durban Review Conference of the interpretation given by the Committee on the Elimination of Racial Discrimination (“the Committee”) to the definition of the concept of racial discrimination as contained in the Convention, so as to address multiple or aggravated forms of racial discrimination,	欢迎德班审查会议认识到消除种族歧视委员会对《公约》所载种族歧视概念的定义而作的诠释，力争解决多重或严重形式歧视，
Welcoming the expression of appreciation by the Durban Review Conference with regard to the early-warning and urgent-action procedure and the follow-up procedure established by the Committee,	欢迎德班审查会议赞赏委员会建立的运行和紧急行动程序以及后续程序，
Concerned by the consequences which the world financial and economic crisis could have on the situation of persons belonging to the most vulnerable groups, mainly racial and ethnic groups, leading to an aggravation of the discrimination they may suffer,	关切地注意到世界金融和经济危机对属于最弱势群体、主要是最弱势种族和族裔群体的人的境况带来的影响，从而使之受到的歧视更加严重，
Concerned by situations of serious, massive and multiple racial and ethnic discrimination which may result in genocide and recalling in this connection the Decision, adopted at its sixty-seventh session, in 2005, on “follow-up to the Declaration on the Prevention of Genocide: indicators of patterns of systematic and massive racial discrimination” with a view to preventing such developments,	关切地注意到严重、大规模和多重种族和族裔歧视的情况，据此可能导致种族灭绝，并就此回顾2005年在其第六十七届会议上通过的“对预防种族灭绝罪行宣言采取后续行动的决定：蓄意大规模种族灭绝形式的种种迹象指标”，旨在防止这种事态的发展，
Expressing its satisfaction at the recognition by the Durban Review Conference of the role and contribution of the Committee in promoting the implementation of the Convention,	对德班审查会议承认委员会在促进执行《公约》中的作用和贡献表示满意，
Conscious of its own responsibilities in the follow-up to the World Conference Against Racism, Racial Discrimination, Xenophobia and Related Intolerance and the 2009 Review Conference and of the need to strengthen its capacity to fully discharge these responsibilities,	意识到委员会本身在反对种族主义、种族歧视、仇外心理和相关不容忍现象世界会议和2009年审查会议采取后续行动中的职责，并意识到有必要加强充分履行这些职责的能力，
Stressing the vital role of non-governmental organizations in the struggle against racial discrimination and encouraging them to continue to provide the Committee with pertinent information for the fulfilment of its mandate,	强调非政府组织在与种族歧视现象进行的斗争中具有关键作用，并鼓励非政府组织继续向消除种族歧视委员会提供与报告程序有关的资料，
Taking note of the emphasis placed by the Durban Review Conference on the importance of effective national monitoring and evaluation mechanisms in order to ensure that all appropriate steps are taken to follow up on the concluding observations and general recommendations of the Committee,	注意到德班审查会议强调必须建立有效的国家监测和评价机制，以确保采取一切适当步骤，落实消除种族歧视委员会的结论性意见和一般性建议，
1. Recommends that the States parties to the International Convention on the Elimination of Racial Discrimination:	1. 建议《消除一切形式种族歧视国际公约》缔约国：
(a) If they have not yet done so, consider making the declaration under article 14 of the Convention, in order to enable individuals to resort to the envisaged remedy if they consider themselves to be victims of violations of the rights enshrined in the Convention;	如果尚未声明，考虑发表《公约》第十四条要求的声明，使那些认为由于违反《公约》中庄严规定的权利的行为而成为受害者的人能够诉诸其中提出的补救措施；
(b) If they have made the optional declaration under article 14, increase awareness of this procedure so that its potential can be fully realized;	如果缔约国已经根据第十四条发表了自愿声明，则应当加强对这一程序的宣传，使其能够充分发挥作用；
(c) If they have not yet done so, ratify the amendment to article 8 of the Convention on the financing of the Committee;	如果缔约国尚未批准修正案，就请它们批准委员会对《公约》经费筹措问题的第八条修正案；
(d) Consider withdrawing their reservations to the Convention, if any, taking into account the evolution in the field of human rights since its adoption;	鉴于《公约》通过以来在人权领域中的发展情况，考虑撤销其对《公约》的所作的保留；
(e) Comply with their reporting obligations under the Convention through timely submission of their periodic reports and other information requested by the Committee, in conformity with the relevant guidelines;	根据有关准则及时提交定期报告和其他资料，遵守《公约》规定的报告义务；
(f) Be mindful that their response to the current financial and economic crisis should not lead to a situation which would increase poverty and underdevelopment and, potentially, a rise in racism, racial discrimination, xenophobia and related intolerance against foreigners, immigrants, indigenous peoples, persons belonging to minorities and other particularly vulnerable groups all over the world;	注意确保各国对当前金融和经济危机采取的应对措施不会导致贫穷和不发展现象的加剧，并且不会导致对世界各地的外国人、移民、土著人民、属于少数群体和其他特别弱势群体的人的种族主义、种族歧视、仇外心理和相关不容忍现象可能进一步加剧；
(g) Engage with national human rights institutions and civil society, in a spirit of cooperation and respect, while preparing their periodic reports and with regard to follow-up;	在编写其定期报告时，并且在从事后续行动中，本着合作和相互尊重的精神与国家人权机构和民间社会接触；
(h) Cooperate with the Committee in the early-warning and urgent-action procedure and in its follow-up procedure;	在早期预警和紧急行动程序方面及其后续程序方面与委员会合作；
(i) Include in their periodic reports information on action plans or other measures to implement the Durban Declaration and Programme of Action, taking into account the Outcome Document of the Review Conference;	在定期报告中纳入有关执行《德班宣言和行动纲领》的行动计划和其他措施的资料，这些资料应当顾及《审查会议结果文件》；
(j) When fulfilling their primary responsibility to implement the substantive provisions contained in articles 2 to 7 of the Convention, take into account the relevant parts of the Durban Declaration and Programme of Action and the Outcome Document of the Review Conference;	在履行其执行《公约》第二至七条所载实质条款的主要责任方面，注意《德班宣言和行动纲领》和《审查会议结果文件》的相关章节；
(k) Consider establishing or strengthening national monitoring and evaluation mechanisms to ensure that all appropriate steps are taken to follow up on the concluding observations and general recommendations of the Committee;	考虑设立或加强国家监督和评估机制，以确保采取所有适当步骤，按委员会的结论性意见和一般性建议开展后续行动；
2. Also recommends that:	2. 还建议：
(a) States which have not yet acceded to the International Convention on the Elimination of All Forms of Racial Discrimination sign and ratify the Convention as soon as possible, with a view to achieving its universal ratification;	尚未加入《消除一切形式种族歧视国际公约》的国家尽早签署和批准《公约》，以期实现《公约》得到普遍批准；
(b) States include in their national reports to the universal periodic review mechanism of the Human Rights Council information on the measures they have taken to prevent and combat racism, racial discrimination, xenophobia and related intolerance;	各国在提交人权理事会普遍定期审议机制的国家报告中，纳入采取措施防止和打击种族主义、种族歧视、仇外心理和相关不容忍现象的资料；
(c) All international sporting bodies promote, through their national, regional and international federations, a world of sports free from racism, racial discrimination, xenophobia and related intolerance;	所有国际体育机构通过其国家、区域和国际联合会，促进实现一个没有种族主义、种族歧视、仇外心理和相关不容忍现象的体育运动世界；
(d) The Office of the United Nations High Commissioner for Human Rights, through appropriate activities and programmes, further increase awareness of the struggle against racism, racial discrimination, xenophobia and related intolerance, including with regard to the work of treaty bodies and other human rights mechanisms in this area;	人权事务高级专员办事处开展适当的活动和方案，进一步扩大宣传反对种族主义、种族歧视、仇外心理和相关不容忍现象的斗争，包括宣传这方面的条约机构和其他人权机制所开展的工作；
(e) The Office of the High Commissioner for Human Rights continue its efforts to increase awareness of and support for the work of the Committee on the Elimination of Racial Discrimination, including through webcasting of the meetings of the Committee, and to provide the Committee with adequate resources to enable it to discharge its mandate fully, as part of the overall endeavour to strengthen the work of the treaty bodies;	人权事务高级专员办事处继续努力加强人们对消除种族歧视委员会工作的了解和支持，方式包括在网上播放委员会的会议，并为委员会提供足够资源使之能全面履行职责，作为加强条约机构工作的总体努力的一部分；
(f) The relevant United Nations bodies and specialized agencies provide technical cooperation and assistance to States in order to enhance the effective implementation of the Convention, taking into account the Durban Declaration and Programme of Action and the outcome document of the Review Conference;	联合国有关组织和专门机构向各国提供技术合作和援助，以便能参照《德班宣言和行动纲领》及《审查会议结果文件》，加强对《公约》的有效执行。
3. Expresses its willingness:	3. 表示愿意：
(a) To continue to cooperate fully with all relevant organs, agencies and entities of the United Nations system, in particular the Office of the High Commissioner for Human Rights, in following up the Durban Declaration and Programme of Action, taking into account the results of the Durban Review Conference;	与联合国系统的所有相关机关、机构和实体，特别是与人权事务高级专员办事处全面合作，根据“德班审查会议结果”，对《德班宣言和行动纲领》采取后续行动；
(b) To continue to cooperate with all mechanisms established under the Human Rights Council, in order to promote the implementation of the recommendations of the Durban Declaration and Programme of Action and all other activities to combat racism, racial discrimination, xenophobia and related intolerance;	继续与在人权理事会下建立的所有机制开展合作，以便促进执行《德班宣言和行动纲领》的建议，并促进打击种族主义、种族歧视、仇外心理和相关不容忍现象的所有其他活动；
(c) To continue its cooperation and joint activities with other human rights treaty bodies, with a view to achieving a more effective follow up to the Durban Declaration and Programme of Action, taking into consideration the Outcome Document of the Review Conference;	与其他人权条约机构继续合作并开展联合行动，以期参照《审查会议结果文件》，争取更有效地开展《德班宣言和行动纲领》的后续行动；
(d) To fully take into account in its activity the recommendations and conclusions retained in the Outcome Document of the Review Conference.	在其活动中充分考虑《审查会议结果文件》中所载的建议和结论。
