The Committee on the Elimination of Racial Discrimination,	消除种族歧视委员会，
Considering that respect for the independence of the experts is essential to secure full observance of human rights and fundamental freedoms,	考虑到尊重专家的独立性对保证充分遵守人权和基本自由是必要的，
Recalling article 8, paragraph 1, of the International Convention on the Elimination of All Forms of Racial Discrimination,	回顾《消除一切形式种族歧视国际公约》第八条第一款，
Alarmed by the tendency of the representatives of States, organizations and groups to put pressure upon experts, especially those serving as country rapporteurs,	对于国家、组织和团体代表有对专家、尤其是对担任国家报告员的专家施加压力的迹象表示震惊，
Strongly recommends that they respect unreservedly the status of its members as independent experts of acknowledged impartiality serving in their personal capacity.	大力建议它们无保留地尊重其成员以个人资格任职作为公认公正独立专家的地位。
