The following protocol shall be annexed to the Convention on Prohibitions or Restrictions on the Use of Certain Conventional Weapons Which May Be Deemed to Be Excessively Injurious or to Have Indiscriminate Effects ("the Convention") as Protocol IV:	以下议定书应作为第四号议定书附于《禁止或限制使用某些可被认为具有过分伤害力或滥杀滥伤作用的常规武器公约》：

Article 1.	第1条
It is prohibited to employ laser weapons specifically designed, as their sole combat function or as one of their combat functions, to cause permanent blindness to unenhanced vision, that is to the naked eye or to the eye with corrective eyesight devices.	禁止使用专门设计一对未用增视器材状态下的视觉器官，即对裸眼或戴有视力矫正装置的眼睛，造成永久失明为唯一战斗功能或战斗功能之一的激光武器。
The High Contracting Parties shall not transfer such weapons to any State or non-State entity.	缔约方不得向任何国家或非国家实体转让此种武器。
Article 2.	第2条
In the employment of laser systems, the High Contracting Parties shall take all feasible precautions to avoid the incidence of permanent blindness to unenhanced vision.	缔约方在使用激光系统时应采取一切可能的预防措施，避免对未用增视器材状态下的视觉器官造成永久失明。
Such precautions shall include training of their armed forces and other practical measures.	这种预防措施应包括对其武装部队的培训和其他切实措施。
Article 3.	第3条
Blinding as an incidental or collateral effect of the legitimate military employment of laser systems, including laser systems used against optical equipment, is not covered by the prohibition of this Protocol.	属军事上合法使用激光系统包括针对光学设备使用激光系统的意外或连带效应致盲不在本议定书禁止之列。
Article 4.	第4条
For the purpose of this Protocol “permanent blindness” means irreversible and uncorrectable loss of vision which is seriously disabling with no prospect of recovery.	为本议定书的目的，‘永久失明’是指无法挽回的和无法矫正的视觉丧失，此种视觉丧失为严重致残性且无回复可能。
Serious disability is equivalent to visual acuity of less than 20/200 Snellen measured using both eyes."	严重致残相当于用双眼测定视敏度低于20 / 200斯内伦。
Article 2.	第2条：生效
Entry into Force. This Protocol shall enter into force as provided in paragraphs 3 and 4 of Article 5 of the Convention.	此项议定书的生效应按公约第5条第3款和第4款的规定办理。
