1. A person is considered as representing a State for the purpose of adopting or authenticating the text of a treaty or for the purpose of expressing the consent of the State to be bound by a treaty if: | 1. 有下列情形之一时,一个人被认为为了议定或认证条约约文或表示一国同意受条约拘束的目的而代表该国: |
