The States Parties to this Convention, 本公约各缔约国,
Determined to act with a view to achieving effective progress towards general and complete disarmament, including the prohibition and elimination of all types of weapons of mass destruction, and convinced that the prohibition of the development, production and stockpiling of chemical and bacteriological (biological) weapons and their elimination, through effective measures, will facilitate the achievement of general and complete disarmament under strict and effective international control, 决心采取行动以便在全面彻底裁军方面――包括禁止并消除一切种类大规模毁灭性武器在内――取得切实进展,并深信通过有效措施禁止化学和细菌(生物)武器的发展、生产和储存以及销毁这类武器将能促进在严格和有效国际监督下全面彻底裁军的实现, 
Recognizing the important significance of the Protocol for the Prohibition of the Use in War of Asphyxiating, Poisonous or Other Gases, and of Bacteriological Methods of Warfare, signed at Geneva on 17 June 1925, and conscious also of the contribution which the said Protocol has already made, and continues to make, to mitigating the horrors of war, 承认1925年6月17日在日内瓦签订的禁止在战争中使用窒息性、毒性或其他气体和细菌作战方法的议定书的重要意义,并且也意识到该议定书在减轻战争恐怖方面已经作出并将继续作出贡献,
Reaffirming their adherence to the principles and objectives of that Protocol and calling upon all States to comply strictly with them, 重申它们坚持该议定书的原则和目标,并要求所有国家严格遵守这些原则和目标,
Recalling that the General Assembly of the United Nations has repeatedly condemned all actions contrary to the principles and objectives of the Geneva Protocol of 17 June 1925, 回顾联合国大会一再谴责违反1925年6月17日日内瓦议定书的原则和目标的一切行动,
Desiring to contribute to the strengthening of confidence between peoples and the general improvement of the international atmosphere, 愿意对加强各国人民之间的信任和全面改善国际气氛作出贡献,

Convinced of the importance and urgency of eliminating from the arsenals of States, through effective measures, such dangerous weapons of mass destruction as those using chemical or bacteriological (biological) agents, 深信通过有效措施从各国武库中消除诸如使用化学剂或细菌(生物)剂的大规模毁灭性危险武器的重要性和迫切性,
Recognizing that an agreement on the prohibition of bacteriological (biological) and toxin weapons represents a first possible step towards the achievement of agreement on effective measures also for the prohibition of the development, production and stockpiling of chemical weapons, and determined to continue negotiations to that end, 确认一项关于禁止细菌(生物)和毒素武器的协议,是朝向同样就禁止发展、生产和储存化学武器的有效措施达成协议所迈出的第一个可行步骤,并决心为此目的继续进行谈判,
Determined, for the sake of all mankind, to exclude completely the possibility of bacteriological (biological) agents and toxins being used as weapons, 决心为了全人类,彻底排除使用细菌(生物)剂和毒素作为武器的可能性,
Convinced that such use would be repugnant to the conscience of mankind and that no effort should be spared to minimize this risk, 深信这种使用为人类良心所不容,并应竭尽全力使这种危险减到最低限度,
Have agreed as follows: 议定条款如下:
Article I 第一条
Each State Party to this Convention undertakes never in any circumstances to develop, produce, stockpile or otherwise acquire or retain: 本公约各缔约国承诺在任何情况下决不发展、生产、储存或以其他方法取得或保有:
1. (1)
Microbial or other biological agents, or toxins whatever their origin or method of production, of types and in quantities that have no justification for prophylactic, protective or other peaceful purposes; 凡类型和数量不属于预防、保护或其他和平用途所正当需要的微生物剂或其他生物剂或毒素,不论其来源或生产方法如何;
2. (2)
Weapons, equipment or means of delivery designed to use such agents or toxins for hostile purposes or in armed conflict. 凡为了将这类物剂或毒素使用于敌对目的或武装冲突而设计的武器、设备或运载工具。
Article II 第二条
Each State Party to this Convention undertakes to destroy, or to divert to peaceful purposes, as soon as possible but not later than nine months after die entry into force of the Convention, all agents, toxins, weapons, equipment and means of delivery specified in article I of the Convention, which are in its possession or under its jurisdiction or control. 本公约各缔约国承诺尽快但至迟应于本公约生效后九个月内,将其所拥有的或在其管辖或控制下的凡属本公约第一条所规定的一切物剂、毒素、武器、设备和运载工具销毁或转用于和平目的。
In implementing the provisions of this article all necessary safety precautions shall be observed to protect populations and the environment. 在实施本条规定时,应遵守一切必要的安全预防措施以保护居民和环境。
Article III  第三条
Each State Party to this Convention undertakes not to transfer to any recipient whatsoever, directly or indirectly, and not in any way to assist, encourage or induce any State, group of States or international organizations to manufacture or otherwise acquire any of the agents, toxins, weapons, equipment or means of delivery specified in article I of the Convention. 本公约各缔约国承诺不将本公约第一条所规定的任何物剂、毒素、武器、设备或运载工具直接或间接转让给任何接受者,并不以任何方式协助、鼓励或引导任何国家、国家集团或国际组织制造或以其他方法取得上述任何物剂、毒素、武器、设备或运载工具。
Article IV 第四条
Each State Party to this Convention shall, in accordance with its constitutional processes, take any necessary measures to prohibit and prevent the development, production, stockpiling, acquisition or retention of the agents, toxins, weapons, equipment and means of delivery specified in article I of the Convention, within the territory of such State, under its jurisdiction or under its control anywhere. 本公约各缔约国应按照其宪法程序采取任何必要措施以便在该国领土境内,在属其管辖或受其控制的任何地方,禁止并防止发展、生产、储存、取得或保有本公约第一条所规定的物剂、毒素、武器、设备和运载工具。
Article V 第五条 
The States Parties to this Convention undertake to consult one another and to co-operate in solving any problems which may arise in relation to the objective of, or in the application of the provisions of, the Convention. 本公约各缔约国承诺,在解决有关本公约的目标所引起的或在本公约各项条款的应用中所产生的任何问题时,彼此协商和合作。 
Consultation and co-operation pursuant to this article may also be undertaken through appropriate international procedures within the framework of die United Nations and in accordance with its Charter. 本条所规定的协商和合作也可在联合国范围内根据联合国宪章通过适当国际程序进行。
Article VI 第六条
1. (1)
Any State Party to this Convention which finds that any other State Party is acting in breach of obligations deriving from the provisions of the Convention may lodge a complaint with the Security Council of the United Nations. 本公约任何缔约国如发现任何其他缔约国的行为违反由本公约各项条款所产生的义务时,得向联合国安全理事会提出控诉。
Such a complaint should include all possible evidence confirming its validity, as well as a request for its consideration by the Security Council. 这种控诉应包括能证实控诉成立的一切可能证据和提请安全理事会予以审议的要求。
2. (2)
Each State Party to this Convention undertakes to cooperate in carrying out any investigation which the Security Council may initiate, in accordance with the provisions of the Charter of the United Nations, on the basis of the complaint received by the Council. 本公约各缔约国承诺,在安全理事会按照联合国宪章条款根据其所收到的控诉而发起进行的任何调查中,给予合作。 
The Security Council shall inform the States Parties to the Convention of the results of the investigation. 安全理事会应将调查结果通知本公约各缔约国。
Article VII 第七条
Each State Party to this Convention undertakes to provide or support assistance, in accordance with the United Nations Charter, to any Party to the Convention which so requests, if the Security Council decides that such Party has been exposed to danger as a result of violation of the Convention.  本公约各缔约国承诺,如果安全理事会断定由于本公约遭受违反而使本公约任何缔约国面临危险,即按照联合国宪章向请求援助的该缔约国提供援助或支持这种援助。
Article VIII 第八条
Nothing in this Convention shall be interpreted as in any way limiting or detracting from the obligations assumed by any State under the Protocol for the Prohibition of the Use in War of Asphyxiating, Poisonous or Other Gases, and of Bacteriological Methods of Warfare, signed at Geneva on 17 June 1925. 本公约中的任何规定均不得解释为在任何意义上限制或减损任何国家根据1925年6月17日在日内瓦签订的禁止在战争中使用窒息性、毒性或其他气体和细菌作战方法的议定书所承担的义务。
 Article IX 第九条
Each State Party to this Convention affirms the recognized objective of effective prohibition of chemical weapons and, to this end, undertakes to continue negotiations in good faith with a view to reaching early agreement on effective measures for the prohibition of their development, production and stockpiling and for their destruction, and on appropriate measures concerning equipment and means of delivery specifically designed for the production or use of chemical agents for weapons purposes.  本公约各缔约国确认有效禁止化学武器的公认目标,并为此目的承诺继续真诚地谈判,以便早日就禁止发展、生产、储存这类武器和销毁这类武器的有效措施,以及就有关为武器目的生产或使用化学剂所特别设计的设备和运载工具的适当措施,达成协议。
Article X  第十条
1. (1)
The States Parties to this Convention undertake to facilitate, and have the right to participate in, the fullest possible exchange of equipment, materials and scientific and technological information for the use of bacteriological (biological) agents and toxins for peaceful purposes. 本公约各缔约国承诺促进――并有权参与――尽可能充分地交换关于细菌(生物)剂和毒素使用于和平目的方面的设备、材料和科技情报。
Parties to the Convention in a position to do so shall also co-operate in contributing individually or together with other States or international organizations to the further development and application of scientific discoveries in the field of bacteriology (biology) for the prevention of disease, or for other peaceful purposes. 有条件这样做的各缔约国也应该进行合作,个别地或同其他国家或国际组织一起,在为预防疾病或为其他和平目的而进一步发展和应用细菌学(生物学)领域内的科学发现方面,作出贡献。
2. (2)
This Convention shall be implemented in- a manner designed to avoid hampering the economic or technological development of States Parties to the Convention or international co-operation in the field of peaceful bacteriological (biological) activities, including the international exchange of bacteriological (biological) agents and toxins and equipment for the processing, use or production of bacteriological (biological) agents and toxins for peaceful purposes in accordance with the provisions of the Convention. 在实施本公约时,应设法避免妨碍本公约各缔约国的经济或技术发展,或有关细菌(生物)的和平活动领域内的国际合作,包括关于按照本公约条款使用于和平目的的细菌(生物)剂和毒素以及加工、使用或生产细菌(生物)剂和毒素的设备方面的国际交换在内。 
Article XI 第十一条
Any State Party may propose amendments to this Convention. 任何缔约国得对本公约提出修正案。
Amendments shall enter into force for each State Party accepting the amendments upon their acceptance by a majority of the States Parties to the Convention and thereafter for each remaining State Party on the date of acceptance by it. 修正案应自其为本公约多数缔约国所接受之时起,对接受修正案的各缔约国生效,此后,对其余各缔约国则应自其接受之日起生效。
Article XII 第十二条
Five years after the entry into force of this Convention, or earlier if it is requested by a majority of Parties to the Convention by submitting a proposal to this effect to the Depositary Governments, a conference of States Parties to the Convention shall be held at Geneva, Switzerland, to review the operation of the Convention, with a view to assuring that the purposes of the preamble and the provisions of the Convention, including the provisions concerning negotiations on chemical weapons, are being realized. 本公约生效满五年后,或在这以前经本公约多数缔约国向保存国政府提出建议,应在瑞士日内瓦举行本公约缔约国会议,审查本公约的实施情况,以保证本公约序言的宗旨和各项条款――包括关于就化学武器进行谈判的条款――正在得到实现。 
Such review shall take into account any new scientific and technological developments relevant to the Convention. 此项审查应考虑到任何与本公约有关的科学和技术的新发展。 
Article XIII 第十三条 
1. (1)
This Convention shall be of unlimited duration. 本公约应无限期有效。
2. (2)
Each State Party to this Convention shall in exercising its national sovereignty have the right to withdraw from the Convention if it decides that extraordinary events, related to the subject-matter of the Convention, have jeopardized the supreme interests of its country. 本公约各缔约国如断定与本公约主题有关的非常事件已经危及其国家的最高利益,为行使其国家主权,应有权退出本公约。
It shall give notice of such withdrawal to all other States Parties to the Convention and to the United Nations Security Council three months in advance.  该国应在三个月前将其退约一事通知本公约所有其他缔约国和联合国安全理事会。
Such notice shall include a statement of the extraordinary events it regards as having jeopardized its supreme interests.  这项通知应包括关于它认为已危及其最高利益的非常事件的说明。
Article XIV   第十四条
1. (1)
This Convention shall be open to all States for signature. 本公约应开放供所有国家签署。
Any State which does not sign the Convention before its entry into force in accordance with paragraph 3 of this article may accede to it at any time. 未在本公约按照本条第三款生效前签署本公约的任何国家,得随时加入本公约。
2. (2)
This Convention shall be subject to ratification by signatory States. 本公约须经各签署国批准。
Instruments of ratification and instruments of accession shall be deposited with the Governments of the Union of Soviet Socialist Republics, the United Kingdom of Great Britain and Northern Ireland and the United States of America, which are hereby designated the Depositary Governments. 批准书和加入书应交美利坚合众国、大不列颠及北爱尔兰联合王国和苏维埃社会主义共和国联盟三国政府保存,该三国政府经指定为保存国政府。
3. (3)
This Convention shall enter into force after the deposit of instruments of ratification by twenty-two Governments, including the Governments designated as Depositaries of the Convention. 本公约应在包括经指定为本公约保存国政府在内的二十二国政府交存批准书后生效。
4. (4)
For States whose instruments of ratification or accession are deposited subsequent to the entry into force of this Convention, it shall enter into force on the date of the deposit of their instruments of ratification or accession. 对于在本公约生效后交存批准书或加入书的国家,本公约应自其批准书或加入书交存之日起生效。
5. (5)
The Depositary Governments shall promptly inform all signatory and acceding States of the date of each signature, the date of deposit of each instrument of ratification or of accession and the date of the entry into force of this Convention, and of the receipt of other notices. 保存国政府应将每一签字的日期、每份批准书或加入书交存的日期和本公约生效日期,以及收到其他通知事项,迅速告知所有签署国和加入国。
6. (6)
This Convention shall be registered by the Depositary Governments pursuant to Article 102 of the Charter of the United Nations. 本公约应由保存国政府遵照联合国宪章第一百零二条办理登记。
Article XV 第十五条
This Convention, the Chinese, English, French, Russian and Spanish texts of which are equally authentic, shall be deposited in the archives of the Depositary Governments. 本公约的英文、俄文、法文、西班牙文和中文五种文本具有同等效力,应保存在保存国政府的档案库内。
Duly certified copies of the Convention shall be transmitted by the Depositary Governments to the Governments of the signatory and acceding States. 本公约经正式核证的副本应由保存国政府分送各签署国和加入国政府。
